Federalism
Federalism is the division of power among a central government and several regional governments. In Philadelphia the farmers faced a number of difficult problems, not the least of them how to build a new, stronger, more effective National Government while preserving the State. the Farmers found their solution in federalism, and in short they constructed the federal arrangement, with its division of powers as a compromise.
